Top ten in combined points from the first two years get a charter and a bunch of teams aren't showing up. Heck, we haven't even seen confirmation from Marks yet and he actually got a charter based on year 1 performance. My guess is Kahne sees there only being 10-11 fulltimers and thinks he has a chance at finishing in a charter position given that he ran all of last year.
