All the other pulls are straight strings or loops. It takes conscious effort to tie a garage string into a noose, and who else but a racist would do that? Who just goes around tying things into nooses if they aren’t racist? Nobody is that eager to show off their hangman knot tying abilities...

It isn’t unreasonable to suspect that some a**hole tied the end of it into a noose knot as a racial statement or joke, even if it is the same rope as all the other stalls.
