I'd wait till a race weekend lines up temperature and time of year wise to really gauge the changes in speed. Temperature just plays to much of an effect, obviously did here.

I dont understand why it matters if there is a wreck behind the leaders, just implement a partial track caution, and tell the drivers to slow down before the wreck comes up. I dont think that having a caution after the white flag is the answer, would much rather let the leaders race back...
