I think it's cause he probably has raced at a high level more recently. Plus they are making him do the ARCA Race before hand.

Probably would be too late I would guess. I’m gonna guess they asked for it for him way before it was announced, because the rule is asking 90 days before the event. So anyone who hasn’t asked yet is late to the party.
