Well actually Gibbs wasn't given 4 charters in the original allocation. The charter to run the #19 was purchased from the shutdown #55 team. So I believe they had 4 charters in year 1, however they were given 3 and purchased the 4th.

It's not that they can't, it just that unless you have a charter you show up knowing you'll lose money. Pretty hard to get people to show up for that

My guess is they plan on moving on at the end of the season and they want people around that are focused on the team for the playoffs

You have to give the fans what they want. That's how they lost so many in the past by exploiting the current fans to chase new ones.
