Has the small block that reads 'usage guidelines'---at the top right of the page---always been there?If so I just noticed it.

I have never noticed that either! So maybe it is new

Yes, it's new. It has to be accepted for new members to use the board (or at least that was the discussion that us mods/admins had.). It gives the appearance that some of the new members are not "using those guidelines" tho'
