It could also happen on a desktop computer. Best thing to do is just always keep a solid piece of tape over the webcam (whether laptop or desktop) unless you specifically need to use it for something. Also, regularly run a good anti-malware program such as "Malwarebytes" or "Superantispyware" (I have no personal interest, financial or otherwise in either of those programs).
