Sounds like some stuff a family was making around here a few years ago from diluted everclear and something else and calling moonshine, they were making a few bucks until they got busted and it was about 14% alcohol by volume.
 
In the 1070's or thereabouts, if memory serves me correctly, a local civic organization had these "topper" attachments made of pot metal and could be bolted to the top of the NC license plate. I saw a few of these but not in recent years. The wording was: Wilkes County, NC, Moonshine Capital.

Rumor has it Wilkes County no longer holds this dubious distinction but is now known as the marijuana capital and latest rumor is the questionable distinction of moonshine capital now belongs to Johnston County, NC. Do not know if there are any "topper" attachments for either location.
