I think there are two who stick out in my mind more than any other. One is Rick Mast. Rick had a decent run in the Busch series, nothing spectacular but he did manage to get the job done.
The one who really disappoined me was Robert Pressley. It was a blast to watch Robert run anywhere he wanted on the track while in the Busch series, and then to see him not really make it in Winston Cup.
Some of these guys do well in the Craftsman Truck Series.
Both Mast and Pressley had decent equipment and both were just one tick away from being successful in Winston Cup. Of course this is only the begining of a loooooooong list, so for good measure, I'll toss a few other names in the mix. Kenny and Mike Wallace, Rodney Combs, Randy LaJoie, Jeff and David Green, Larry Pearson and some others. The one one-thousandth of a second reaction time necessary seems to be a major dividing line between making the right decision of which way to go to avoid a wreck or a good pass and that in turn translates to who will or will not make it in the "big show".
The smart ones are the ones who know thier limitations and don't try to push the envelope. Like the Winston Cup drivers who know when it is time to retire before they destroy any creditability established in thier prime.
Of course this is my opinion and comments pro and con are expected.
