Villeneuve easily. It's one thing to try and squeeze in where there isn't much room, but he squeezed in where there was very clearly no racetrack. I don't know how he could have thought that would end any differently than it did.

Honorable mention to just about half the field for turning the end of the race into a circus act.
 
Yeah it was like once it got to 5 laps to go they hit the crazyness button. Jaques move though might of been the single dumbest thing I have seen in years. I dont know if he really thought he could win the race by blowing by everyone in the grass or what.
