Flipper is never going to Cup. Jon Wood would be the one who would go for Jack Roush,

Never is a long time, purt near as long as forever.
Jon may move up to Cup, he may or may not go through Busch to get there. Same with Carl. Much depends on sponsorship within the Roush organization.
But so many other paths are available.
Jon may go with another team, somebody like; oh a WAG here, the Wood Bros. Seems he might have some friends over in that garage.
Carl would have options as well. Mark will retire at some point. Mark and Jeff Burton both have expressed interest in team ownership. Many thngs could happen.
And all that is within the Roush sphere of influence. It has been known to happen that a driver will leave the Roush stable and get a ride elsewhere.

How can someone say Carl is "never" going to Cup. if someone offers him a ride I doubt that he would say no for the next 10 years.

Jack Roush has said that Carl will replace Mark in the #6 when he retires. I've heard it was supposed to be after the 2005 season, but if Mark struggles as much next year as he has this year that may change.
Jon Wood could end driving for the Wood brothers when Ricky retires.
