I could be mistaken, but I think it might have been our "dear Kat" who was always on the ball with starting the congratulations threads.
I guess someone will have to just start creating a thread - i.e. If you don't see a congratuations thread, start one. I do believe there were times we didn't have one right away or it was missed altogether, but it was rare.

I didn't miss it at all.
I never did see the point in the threads anyway.
