At this rate, maybe they should just cancel qualifying at all the races and line up according to points.
Seems like that is what they do most of the time now, anyway.

If qualifying gets washed out, they should line up according to the random draw for qualifying order. Unless it's inside the Chase. Then the top-12 drivers should line up front according to points position, with everyone behind them being the random qualifying order.
