Dry sump?

Looking at some used cars online and see many have dry sumps. Is this a requirement in most divisions (ARCA, ASA, Busch, Hooters etc)? Thanks!

It's better HP-wise. It keeps the oil off of the crank and does not allow the oil drag to slow down the crankshaft.
