Reading the Charter of the United Nations. Really sort of hard to get through with all the legal mumble jumble..........however, it is rather enlightening as to why that organization cannot get anything done. Way too many "as deemed necessaries" and "and as the Council sees fit" type of stuff. Everything requires a vote.........most 2/3 majority. Seems that if a member has to make a "pit stop" during a meeting, the whole body would have to vote on it (that's being rather extreme......yet, from reading it would seem that it could be argued that way.). I'm sure no one will read the whole thing like I just did, but perhaps you might visit and skim the different chapters and articles.
