I think it depends on which track you are at and what the weather is like.

They all have to qualify at the same track but the weather definitely has a big effect. You could be better off going early or late depending on the track conditions.

Generally late is better as there is more rubber but the trade off is that unless it is a cloudy day it is generally warmer too.
Best deal is late right a few cars after the sun has gone behind some clouds.
