I don't think I'll be so bold to say who "deserves" a cup ride more, but I will say that I feel JL would probably do a better job if given the quality equipment that DP has.

P.S. I wouldn't necessarily say the OP is fishing with a foul motive. I have pondered this question a number of times myself!

True that Charlie Spencer.

Although Danica has proven she can handle the IRL cars at 200mph+ every single lap gives her a slight edge.

Neither of these girls can ride competitive wise however.
