Same announcent that included the wet weather package and the change in eligibility rules.
"Competition officials have also expanded the list of tracks where wet-weather equipment could be used in 2023, adding several tracks of 1 mile or less to the mix of road courses. Those events include races at: the Los Angeles Memorial Coliseum, Martinsville Speedway, New Hampshire Motor Speedway, North Wilkesboro Speedway for All-Star weekend, Phoenix Raceway, Richmond Raceway, The Milwaukee Mile and Lucas Oil Indianapolis Raceway Park.
Officials initially tested a wet-weather package for shorter ovals at Martinsville’s 0.526-mile circuit in the spring of 2021. Rain tires and windshield wipers have been available for use at road courses in recent years during inclement weather for all three national series."

Not sure what to think about this. Yeah it's great for the TV audience but not the at track. For the most part people don't want to sit in the stands and watch racing in the rain.
I'm going to be honest I want to go to the truck race at the Milwaukee mile this summer but now I see they'll run in the rain if needed. I highly doubt it will sell out so now I'll probably buy tickets late

Having sat through many rain delays, I would rather sit at Martinsville and watch them race in light rain than sit in the car waiting for announcement regarding if they'll restart / finish / delay to tomorrow. Ponchos don't take up much space.

Football fans watch in 20 degree weather, rain, snow so I think ours could do the same.

Racing in the rain has been common in road course racing around the globe for a century and people still attend these races.
It's an outdoor sport after all.

Well, they're watching a much smaller area. On a one mile track, more than a light rain may keep you from seeing the parts of the track farthest from you. On the other hand, if it's raining hard enough to obscure your view that much, they'll probably have already red-flagged it anyway.
I think NASCAR will use this as a way to run under certain conditions, and to get restarted without having to dry the track completely. This isn't going to be 'Run in the rain on these tracks regardless', like road courses. This won't be COTA 2.0

For Martinsville they could also put on the Chastain side mounted horizontal wheels that were designed to allow a car to track against the perimeter of the outer wall.
The immediate impact would only allow for a single rain lane but on the positive side it would keep everyone moving and some heat in the track until the rain let up. It also provide a platform to futher refine the driving techniques.
In time teams and drivers would learn to use to form a secound lane using the same horizontal side mounted wheels against the line of wall cars to pass them. Cause 12 tires beats 6 tires.

I can’t imagine they’ll try to race in any crazy conditions like that again. They decided to wait a bit for much of the standing/running water to subside at Watkins Glen last year before really getting going, so I’m thinking this will be more running in intermediate/damp conditions to save a bit of time on track drying than actual rainy running. The track dried out in about 15-20 minutes once they got going in that race.Put me in the “ no, thanks” column.

You can't really race in conditions like we saw at that COTA race in 2021. Hydroplaning is one thing, visibility can be a much bigger issue with the spray these cars produce.
I think race control will remain cautious as far as racing in the rain is concerned. Don't want to see them rear-ending each other at 150(?) mph again.

Probably in the minority but I have no interest watching these cars crawl thru water or get piled up because of it.

It's a good call. So many times the track is damp and on and on with the dryers forever it goes. Slap on the wets and let the cars finish the job before another shower comes.
