NASCAR America: Is NASCAR ‘dumbing down’ the sport for ‘parity’?

I think it's foolish to think that there will be parity because of this rules change. The same teams will dominate as they will hire the best people for the now limited positions. Other than the loss of work for a member(s) of each of these teams, I see no downfall to this move.
 
I particularly liked Kyle Petty's take on it.
Yes, safety IS important and the fewer guys over the wall, the less likely someone will get hurt.
But the big teams WILL find a way to overcome it and it WILL cost money.
Yep I agree with Petty too, if you can't find a way to be the best, you don't belong. This goes for everything in the sport from engines, chasis, body and pit crews.

You only have so many of those people to go around. If I've got more cash, they are coming to me.
