We always hear about rain delays and how the radios and electronics in the car can be affected.
So, in yet another stroke of brilliance by brain & co the cars are pushed out on pit road and covered rather than staying out of the rain and back in the garage
Worried about tampering? Have the crew leave immediately after pushing the car in, let the nascar offissials, yeah ofissials, earn their bucks watching them.

The officials are likely salaried, so more time spent watching cars probably wouldn't result in more money being paid to those officials.

Even with all officials manning the situation it would be still hard to do, somewhere during the movements somebody could and would MWR up their stuff. In contrast on pit road and covered up is logistically a lot easier to police.
 
NASCAR officials are salaried, so yes it doesn't cost NASCAR extra to have them watch cars. Still, crews can be very tricky...

But the main reason NASCAR has teams move their cars onto pit road (even in the rain) is to try to make fans think that racing could start soon. That way hopefully they'll stay and patronize the concessions stands and
souvenir trailers, and also hopefully will less likely leave feeling short-changed on their ticket investment.

The teams don't have to leave electronics in the car that aren't permanently mounted. But yes, there is a risk to all of the rest of the electronics in the car.
