Personally, I don't know whether the actual law will be good or bad...but as a military vet who now works for the government as a civillian...I do know one thing from what I've seen over the years. It will take years to get the site working in a customer service friendly fashion. It actually might be impossible.
From what I know, the main site is dependent upon other government systems (like the IRS for income verifcation, Immigration for citizenship status, state systems, and many others). The government sites have been put together over the years with little regard to compatibility. Whoever is currently tasked with making this thing work at the technical level must feel like they are herding cats on catnip.
