I wonder how ARCA can manage to run its series and have a debris caution maybe once every 3-4 races and NA__AR can't run a single race without having at least two of the things? Since a good number of the ARCA cars are second hand NA__AR cars, I guess it isn't because ARCA teams just built them better.

Could someone please s'plain this to me?

ARCA doesn't "manage" or "run" anything.

Your above reminds me of one of my favourite sayings: " Leadership wins wars; Management causes them."

Leadership :XXROFL:

I've seen them run green flag racing with cars stopped in the gravel pit at New Jersey. They waited several laps to throw the caution so the driver could get out and head to the garage and just left the car there.

The ending of the race was just confusing. 20 minutes after they called the race, the sun was shining and the track was almost dry. Everyone was miffed.

That does happen in other big road racing series too. Especially the French ice racing series Trophee Andros. The courses are so narrow, with walls on both sides of the track but I don't think i've ever seen(from the MotorsTV broadcasts) them even have a full course caution. If there is a car stuck on the track it is staying there, often with barely enough room for the remaining cars to get by it.

ARCA doesn't need debris cautions because they can usually depend on the drivers to bring out cautions the traditional way, by wrecking.
