Question about playoffs.

This is probably a dumb question but they say "win and you are in" the chase but what if there are more than 16 different winners before the chase starts? Do they take all the winners at that point or do they go to points to determine the top 16. I know that is unlikely to happen but what if.
 
So you could win one race and if there are more than 16 different winners you could not make the chase correct?
 
Didn't they change the rules this year to guarantee a Chase spot for the driver with the most points at the end of the 'regular season'? I know it's been discussed but I don't know if it has been implemented. If it has, then a driver could lead the points without a win, get a Chase slot, and only 15 winners would get in.

And remember, besides a win, you also have to be in the top 30 in points at the end of the 'regular season'.

I think that rule was in place even before this season. I remember back in 2014 when Kenseth was leading the points for awhile but didn't have a win, I seem to remember the commentators saying the points leader after the first 26 races would get a chase spot no matter what.
