Where did the "No working on cars during a Red Flag" rule come from?
 
I was under the impression that that was always the rule.
 
I think (this is my educated guess) because red flags are because of serious events (major crashes, damage to the track, etc.) and would require maybe the attention of more NASCAR officials than would be able to watch all the teams work on the car.
 
It's because the session has been halted. All aspects of the session, including working on the racecars, are halted.

Unless a TV cable breaks. Then the session will be unhalted for the cars damaged only and Marcos Ambrose will have to make up three laps at 20 mph.

Saw a race stopped twenty years ago for Dale Sr to be given a lap back . No big deal. Nascar trying to be fair .

No ted, we've been through all of this, nascar has never done this before with any other driver when their car or truck was damaged by outside incidents, they always just said suck it up and race, kybu was given a big break by nascar and In My Opinion it was a big mistake to change the rules just this one time and nascar lost a lot of credibility with a great deal of people.

Simply put, the red flag means that the race, and everything related to the performance of the participants, has been halted.

Sterling Marlin's infraction towards the end of the 2002 Daytona 500 is an excellent example of what not to do.
 
I would have loved to be a fly on a the wall for that exchange between the official and Sterling. :D Sterling was a good driver with some good years but I don't think he was the sharpest tool in the shed.
 
I can't find it anywhere, but it seems like someone (DW maybe?) changed an engine during a red flag way, way back, and then came back to win the race. I think that's what precipitated the rule.

Maybe someone started handing out cookies and the officials didnt get any.
