It would be a tough "sell job" to try to convince anybody that cars testing were doing a commercial even if the driver is holding a camera in his mouth.
The minute you have more than two people involved, (it takes five to seven guys to run a successful test) and sure as the good Lord made little green apples, someone will talk and NASCAR will find out.
The possible penalty??? Substantial loss of owner points, possible ban from several events and a fine the could finance a space ship to the moon. Or at least a 'round the world cruise for the entire France Clan.
The end result would definitely not be worth the risk.
Roush/Fenway are in racing for the money, and if the rumor proves correct, the purchase is NOT to test at the facility, even as a side benefit. Roush/Fenway might enjoy the sport but they also understand how to make money. If buying NHIS isn't gonna make'em any money, they ain't gonna do it.
