This an excerpt from a column written by Monte Dutton. It's probably exactly what happened...
Imagine the meeting that must have occurred about seven months ago. The topic: fixing the restrictor-plate problem.
“What could we do?”
“Could we make the walls bigger?”
“Nah. That would cost money?”
“How about taking out the cheap seats in the lower rows?”
“I’d rather keep them there and charge more money for them.”
“Agreed.”
“Cut down the spoilers?”
“Too risky.”
“Well, how can we deal with this?”
“I know … we’ll make the fuel tanks smaller!”
“What? Make the fuel tanks smaller?”
“Sure.”
“But … that won’t slow the cars. That won’t make passing easier. That won’t bring back the sling-shot passes and wholesale swaps for the lead.”
“Yeah, but they’ll make more pit stops. Pit stops are when all the passes occur nowadays. The more pit stops, the more passes.”
“Oh … yeah. That’s right. Why didn’t we think of that sooner?”
“All in favor, say ‘aye.’”
“Aye!” (in unison)
“The ayes have it.”
