It was hilarious in 2010 when he said it.
In 2014, The Washingtonian biennial list of the "best and worse " of Congress named him the "worst speaker" and "most clueless" member of the United States House of Representatives. Yet this dolt keeps getting elected by large margins when running against someone.

Who cares when he said it, it is the fact he is seriously asking the questions and is a member of congress. The Navy guy was having a hard time with this I am sure. LOL.

The year 2010 was to show his mental ability was nothing new and intended to show his ignorance continued. A more or less reference starting point of the dumb things he has said and how they continued to the "award" he received four years later. It is amazing how someone as vacuous as he proves to be over the years yet still holds a seat in congress.
