Floyd County is not the only place these things happen. In Wake and Johnston Counties, NC, a similar situation existed. A man came up behind cars, he stopped motorists on remote roads. Most people, seeing the flashing headlights and whirling dash mounted blue light pulled over without a second thought. In most cases it doesn't matter if the cars are former police vehicles or not as more often than not, law abiding people will obey w/o question. Police and sheriff departments tell motorists now not to stop but to motion to the officer to follow them to a well lighted area or call 911 as they drive and try to verify if the attempted stop is legitimate. Driving an unmarked car doesn't mean squat to someone who is stopped and can't tell an unmarked Dodge Challenger from a Willys Knight.
Maybe, the same guy who worked the Johnston and Wake County areas has moved on to Floyd County.
