How does Nascar do their tire sizing? I see a size reading as 28x12x15 assuming 28 would be width, 12 sidewall height, 15 rim size.What would that look like in a domestic tire sidewall in millimeters?

It would look round and black with a hole in the middle

28 would be the tire height in inches
12 would be the width of the tread
15 would be the rim size
It would be something like 315/40R15

I was wondering about that width..........2 ft 4 in did seem rather wide but I wasn't sure!

You have truck tires that are 33x12.50R15, 31x10.50R15, etc. That is how they get there. 33" tall, 12.5" tread width on a 15" rim for example. Just FYI.
