The only way Ted Musgrave can win the championship is if Bobby Hamilton finishes 36th without leading a lap. Ted would then need to win the race and lead the most laps. Ted would also need Dennis Setzer to finish 11th or worse without leading a lap, or 13th or worse if he leads a lap.

So as soon as 1 truck official withdraws from the race (as long is it isn't Hamilton), Musgrave will be eliminated from contention.
