Brendan Gaughan will clinch the championship by finishing 4th place or higher. This is without leading any laps. If he finishes 5th and leads a lap he will also clinch the championship. He can also clinch be finishing in 6th place and leading the most laps.

Below are the scenarios of what each driver needs to have happen if he wins the race and leads the most laps.
Brendan Gaughan - nothing - he's the leader and he'll win the championship.
Ted Musgrave - he'll need Gaughan to finish 5th or worse without leading a lap, 6th or worse if Brendan leads a lap.
Travis Kvapil - he'll need Gaughan to finish 6th or worse without leading a lap, 8th or worse if Brendan leads a lap. Nothing Ted Musgrave could do under this scenario would win him the championship.
Dennis Setzer - he'll need Gaughan to finish 8th or worse without leading a lap, 9th or worse if Brendan leas a lap AND he'll need Musgrave to finish 2nd or worse without leading a lap, 3rd of wrose if Ted leads a lap. Nothing Travis Kvapil could do under this scenario would win him the championship.

There are many, many, many scenarios that would result in a tie. Here are the way the tie-breakers would fall:
Gaughan vs anyone - Gaughan wins by virtue of his 6 wins

Kvapil vs anyone - Kvapil looses because he only has 1 win. All the other contenders have at least 3 wins.

Musgrave vs Setzer - Musgrave wins - both have 3 wins, but Musgrave has 6 second place finishes while Setzer has none.
