It says at nascar.com that NASCAR penalized Leffler one second for unnecessary roughness, dropping him to 13th and giving second place to Biffle.

Yep. This results are very unofficial!

NASCAR may actually get enough spine to put Leffler behind Waltrip in the results, but I doubt it.

Why would the do that? If they had real spine they wouldn't be intimidated to punish Jason for doing exactly what Mikey would have done had the positions been reversed. Mikey was clearly trying to block and cut up right in front of him.
