What's Happy got to say?

The drugs Hornaday is accused of using weren't added to the list until this year.
Steroids and human growth hormone were specifically added to its list this year. Earlier this month, NASCAR chairman and CEO Brian France said the organization will announce an expansion to its drug-testing policy in the near future.
So unless it can be shown that he used the drugs after they were added to the list then this is a non-starter. As to Harvick, his beef has been more with recreational drugs than scripts.
This looks to me like the reporters had a slow news day so they pulled this out of the file to run to make up their column inches.

Driving a race car isn't the easiest thing to do but I can't understand why or how you'd benefit from using steroids????

If they were legit scripts and I guess there's some question about that but if they were "where's the beef "?

Wasn't another driver besides Fike banned for drug use a couple of years ago too?
