Who Dictates Racing ?

I know that NASCAR makes some rules. Now, these entities make the rules, but who REALLY dictates controls of racing? I need ideas, and respone for Motorsports class next week. This includes other types of racing as well.

Your question is ambiguous. Do you mean "formal" controls or "informal"?
Do you mean NASCAR specifically, or locally-owned tracks?

Your question is too broad --- narrow it down.
 
The sanctioning body of the series makes the rules. They may or may not take input from the teams to add/delete/change the rules.

There may be local ordinances the sanctioning body has to comply with and are written into their rules, such as ordinances requiring mufflers to limit noise.

On occasion the city authorities have visited the local track here with a db meter.
 
When the question was asked by the teacher in class the other day I responded with NASCAR dictates the racing, and the teacher responded with "they dictate some rules, but who dictates or controls the racing". He wanted to know the same question for other forms of racing as well.

thanks SST55, that would have been my next answer that the sanctioning actually control the racing itself.

The sanctioning body controls the racing in compliance with it's rules/regs plus any local ordinances.
Some tracks may not have to comply with noise ordinances, others do. The sanctioning body has to comply and enforce any local ordinance or risk the loss of their license/permit.
The santioning body also has to determine if the conditions are safe for racing.Sometimes it's call race control, other places the starter can make the call. Too many variables to say one size fits all.

ya'll forgot one aother controllin factor.... the almighty dollar!!!! In my opinion, that first and foremost controls racin.........
