But I thought he had one of the first couple of pit boxes and was within the tolerance provided he had a clear exit.

It was on entering his pit. The orange line is only in play if the pit box is being used. And it was.

I saw the same on a previous stop. I guess the brakes overheat without any air flow while idling during a pit stop, or maybe what @Charlie Spencer said.

Pit stops have been disasters for some. Teams who've rarely made mistakes are screwing up.
