$$$ is the reason. NASCAR needs more manufacturers in the sport, and they won't come if the engine formula isn't relevant to their product lineup.

I would remove cautions. At all times the race is either under a Red Flag or a Green flag When a red flag ends, everyone restarts from where they stopped.

The governing structure prevents any real change until all that TV money stops coming in. Then NASCAR goes the way of Indycar. Note: That's not a base thing. Indy racing was really good to watch last year, and the tickets were super cheap.
