Closest I can get is a bird of Prey. The buzzards around here don't soar when they fly they kind of wobble. I was told one time that that was the difference between a hawk and Turkey vulture. Calling the bird man @CharlieSpenser

consensus on the tweet that it is an Osprey, a raptor bird of prey that can have up to a 5' wingspan. Bad to the bone
