A Question About Re-Starts After Cautions

What is the rule about where lapped cars start after a caution? Is it by track position or by your position in the race? Always seems to me the cars line up with the "leader" of the lapped cars at the front of the inside line. A lot of cautions without pitstops last night and a lot of cars 1 or more laps down. Could that have made a difference? I'm no Robby fan but did he have a point about starting in front of Jimmy? Just wondering, thanks.
 
Saluda, I don't know if there's a hard and fast rule about lap cars lining up strictly by position. I think it's more of a "gentlemen's agreement." Since Jimmie was 2 laps down, he should have been behind cars that were only 1 lap down, IMO.
 
Thanks TRL. Maybe some of the other drivers have taken Robby's antics and his yellow flag pass at Watkins Glen as a sign he's no gentleman.
