That was because of Federal mandates, not because what Chevy wanted to or would have built.
So you don't think there were any "mandates" (design parameters) used to build a new cup car from scratch. There were a ton of old and new design parameters, mostly new parameters used or developed. Very few revisions have been made from the original design which shows how successful the car is. Noting as drastic as the COT with the wing on the back that caused it to be aireborne when it spun around backwards, or the later version of the car you campare it to that flew when turned sideways until they installed flaps in the roof and hood or extra bars in the front of the cage or they revised the driver's foot wells three times as they evolved. Just because you say the new car is worse than the older version is your opinion (that's not a surprise).
