At the same time Jeff announced his retirement from racing a year in advance, it also gave way for the announcement of who would be sitting in the 24 the following year. Both set of fans have a year to adjust to this news.

No reason to retire the 24. If they did not do it for the 3 car and the death of the famous driver, why would they do it for a famous driver that is simply retiring?

Hello no. Car numbers are part of the sports heritage. It's exciting to see drivers take over famous numbers.

In NASCAR, only once has a number been officially retired; that is in the Whelen Modified Tour, where number 61 is retired for Richie Evans after his death in 1985.
