True.

I don't think they'll be out there for much longer than ten minutes. And if they're staggered they will probably be able to have a good amount of cars on the course per group.
 
I'm pretty sure NASCAR would step in fast if someone interfered. If someone wanted to interfere it could be a tough call - driving casually vs. driving CAUSALLY. I think in open wheel the course is open and you have to get your time in during the allotted time, they do have problems coming up on slower cars; for the most part drivers have to adjust their position on the track before they attempt a clean run.
