Don't think they'll do that as long as MotoGP and Grand-Am race there due to the infield road course.
That isn't why the aprons were removed. They were removed for safety reasons.

The narrower track surface was implemented after it became clear that a car that spun while at speed in the lowest part of the apron would impact the outer wall with cataclysmic force, resulting in serious, even permanent injuries or, worse, death.

I stand corrected then, they put that grass there way earlier than I thought. I vaguely remembered it being added when they redid the track for the F1 road course.

I don't know when they did it, but it was after Nascar started there, so it hasn't been that way for that long. All they had to do was make a rule for Indycars that you couldn't go under the line..o_O
 
I'm not sure how well the "economy" argument holds up when trying to justify Indy's sagging attendance. I YouTubed the Brickyard 400 from the summers of 2008 (when gas was at an all-time high) and 2009 (right after the economy collapsed), and the stands both years looked at least twice as full as they were on Sunday. You could see a bit of a dropoff from '08 to '09, but it was still pretty full.
 
No! This is Indianapolis. The (relatively) low banking is part of the track's history.

Well, at least the TV numbers were up slightly this year: a 3.6 vs. last year's 3.3 rating. However, that's still tied with the 2010 race for second worst, and last year's race was up against the Olympics.
