NASCAR To Set Multicar Team Limits

As much as I dislike Roush I don't think NASCAR should limit teams. The Hendrick team has almost as many cars in their stable as Roush, yet they only have one team in the chase. That is not Jacks fault. Did anybody ever stop to think may be it is because Roush teams are in Fords. That just might be what makes them better. I really don't see how NASCAR can limit the team ownership anyway. I think limiting testing might be a good place to start.
 
It has to do with the fact that when NASCAR implements a rule change (shorter spoiler), Roush always finds the solution first.
I've heard other drivers say the same thing. In fact, Brian Vickers said something about it in his post race interview last week.
Roush just has a lot of the right people working for him.
