Why dont they just let teams decide if they use wet tires or dry tires and let them race?

They need standing water or else they'll overheat. They need an intermediate tire right now but they only have slicks and full wets.

I think they're wasting time by running around under the pace laps, should just wait till it's raining and put the rain tires on. I think the rain is inevitable.

Wasted laps. They can see that giant rain storm coming. Just put some rain tires on these SOBs and give it 10 mins. Maybe we need a RainTitan 2.0. Somebody get a redskin out there and do a rain dance.
