I sorta get it, they don't want to reward the desperate team in those scenarios. But since they've decided that they can make hitting (certain) QBs basically illegal even when they're actively trying to gain yardage as runners, they should just write different rules for what is allowed on Hail Marys so that they can maintain kayfabe.
