The Title is very misleading NASCAR has shown ALOT of inconsistency with this rule this year. If this is their stance then anybody beating the leader to the line on a restart or start of race should be blacked flagged.

the way the rules are written allows for inconsistency, the phrase "at the discretion of nascar", seems to follow every rule, this lends to the WWF character of the sport, and in my opinion cheapens it for myself and others, NASCAR has us loyal fans, but to really grow they need to tighten up, and change the ridiculous broadcast style, silly.
