No, it was a drive shaft cover. There was no spec, but nascar didn't like the heavier gauge metal they used.

I think the penalty is fair giving the fact that the 48 and Chad are always breaking the rules. They are lucky it wasnt worse

Race hub explained it. NASCAR has a rule that manufacturer supplied parts can't be modified. I guess Rick buys those from Chevy, and Chad modified them.
