Should NASCAR Penalize Blocking The Way Open Wheel Does?

Blocking is self policed on regular tracks. But it is not possible to self police on a plate track because others will get caught up in it. NASCAR could say something in the drivers meeting for plate tracks to tell the leader you can only change lanes once per lap or get black flagged (but then what do you tell the second place guy if he is clear of the trains).
 
I think the drivers can settle this among themselves. You block the train..... we wreck you.
I bet Aric won't jump in front of the train anymore at Daytona especially if the #3 is pulling the train.
 
Unlike F1 and who for the most part handles their penalties consistently would be a nightmare in Nascar. First off Open Wheel racing is a different culture where blocking rules make sense to have, in Nascar having blocking would take something away from the sport.

Also another subjective rule that Nascar will only enforce when they feel like......... please no
