What you say makes sense as I think both drivers would like to be back providing they are not working for rookie wages. Also with Haas self sponsoring so many races he would want drivers that give him the best chance to win that day. I expect we will see Haas on the 10 car at some point as I don't think they have full sponsorship for that ride.
