Who was the greatest Cup driver to never win a race?

Ted Musgrave was a really solid racer. He had several good runs in the Jasper Engines #55 car before he moved to Roush. If he had a few more laps he might have caught Kyle Petty at Dover in 1995.

Hut Stricklin is another driver who immediately comes to mind. He had some really good runs in the #12 Raybestos Buick.

He almost won the spring Martinsville race that year too. He was in 2nd and catching Rusty when they called the race due to impending darkness.
